Why Notifications for what's app takes too much time to deliver??

When on cellular network the notifications for what's app takes much time to deliver when the display is switched off?? What is the reason?

Probably delays on Whatsapp's side.

I dont know if the problem from whats app side or from the phone itself

I removed the whats app and installed it once again and same problem
If the phone is on my office and the display is turned off and someone sent me whats app message..it didnt reach me untill i turn on the display or it can reach me after a perood of time not on the spot.

Any explaination???
