How do I download photos from PC to iPhone 6s Plus?

Ive been trying to download pics from my pc to my phone but having issues, do I do it via iTunes, icloud? When I highlight the pics and try to copy them on move into phone it gives me an error message

Here is a guide on how to sync your media between your iPhone & PC. iTunes is the easiest way to do it.

If you're using Tapatalk, use the TapaTalk image posting rather than attachments. The attachments use the paper clip. Don't use that. Use the little picture icon.

I'm using the imore app, my pictures that I post aren't showing up. Other people's pics are fine.

So it seems that while I'm using data, pics won't show. But on wifi they will
