Google photos and weird computer interaction

So, my wife has a 6 plus and uses google photos to back up. She also has an upgraded iCloud account. Since there is no easy way to see what all is on your iCloud backup she uses another program so she can know for sure she has all the pictures and videos. Now for some reason when she connects her phone to the computer(to do yet another physical backup) the only pictures that show up are ones that are backed up to google photos. She has over 60 videos that need backed up and when she opens the folder on her computer (Windows 7) she cannot see any of the videos. Now if she waits until one gets backed up to google photos it suddenly appears on the folder on the computer. This baffles me because we should have been able to simple pmug the phone in and backup all her stuff to the computer then backup to google photos whenever she wants.

She can't take photos off her phone. When she connects to a computer her photos aren't there unless they have been backed up by Google pbotos. She wants another backup to her computer and she has files that have yet to be backed up to google that then do not show up in her iPhone Dcmi folder on her computer.
