Unable to manage apps in iTunes

I've verified it's not an iTunes issue because I'm able to manage apps on my iPod and iPad. For some reason, plugging in the 6S Plus and I just get the spinning wheel in the apps section.

Anyone else seeing dealing with this?

Hi

Have you tried (unplug your phone) turning your iPhone on/off OR a soft reset by holding down the power button + home button for about 10 secs and then connect it again.

See if any of that works.

I've done a soft reset, phone factory reset, iTunes phone restore. I just can't access the apps in this phone.
