Is the contract-free iPhone 6s Plus an unlocked phone

I would like to purchase the 6s Plus and pay for it in full. If I do this, does it come unlocked? Or will I have to pay for it to unlock it, or can I unlock it for free? Coming over from Android.

Devices purchased at full retail should be unlocked...

I buy the TMo version every year and it's always unlocked. I only use TMo when in I'm in the states and any SIM I want anywhere else.

If you buy it from Apple and pay full retail, yes. They sell a universal iPhone that works on all the US carriers. They have done this before too but this year they made it very clear as it's definitely a selling point.
