iMessage won't activate

I created an Apple ID for my husband about 2 weeks ago, I'm trying to log in iMessage but it won't work it keeps saying to try again. I have an Apple ID myself and when I log in iMessage from his phone it doesn't give me an error code, only when I use his log in info. I logged in iMessage with his Apple ID from my phone and it logs in with no problems when I try it on his phone it won't activate. What could be wrong? I tried everything I'm so frustrated!!!!!!

Start from scratch. Go to Settings→ General→ Reset, and then select ‘Reset Network Settings’.

Restart your iPhone.

Make sure the device is connected to the internet.

Go to Settings→ Messages, and then enable iMessage.

Use your hubby’s credential when prompted.
