My I phone 6 plus is stuck with an I tune sign , charging cable and arrow

So today I want to open my mail and whenever I touched the mail icon the screen would flash and return to the home screen, then my normally home screen became a black home screen and in settings when I went to change the wall paper it wouldn't change and then I decided to download ios9 and now the phone has the iTunes/charging Cable symbol and will do nothing

Connect the device to your computer and restore it via the computer's iTunes app.
