Since you have an iPad with cellular capabilities, I'd review the installed 3rd-party apps and possibly delete them all to see if your phone returns to normal functions. Alternatively, you can try "resetting all settings". Heck, if it were me, I'd reinstall a fresh copy of iOS 9 public beta 3 or downgrade to iOS 8.4.1.
