It sounds like any of the cloud storage services like Dropbox, Box, OneDrive or Google Drive would work. They all offer varying levels of free storage. And I believe the iOS apps for each of these can be set to automatically upload to the cloud so when you delete them from the Photos app, they will still be safe in the cloud. And each of those services has a Windows and Mac counterpart that will automatically download anything you add to the cloud to your computer's hard dive.
Apple's iCloud Photo Library is another choice once it's out of beta and the Mac and Windows parts orbit are released. It will give you the option of keeping the originals on the phone and the cloud or keeping smaller versions of the photo optimized for the phone while the cloud will have the full size original. You can turn in the ups portion of this but the Mac and Windows sides aren't out yet.
