Voice memos apps issue

why voice memos not recording on my ip5s, when tapping the red record toggle, nothing happen, please help T.T
i had try reboot it, still the problem occur, even i had restoring my iphne, then backup back data, still with the issue..
i had try restoring and "set up as new", then voice memos worked, but when i restore backup, seems the problem still happening

Something with your backup is obviously causing an issue with recording voice memos. Perhaps it's a corrupt backup. Have you tried restoring from a different iCloud backup or an iTunes backup?

i had try restoring from another icloud folder backup, still the issue is there...
can the voice memos be reinstalled or something else?

Nope. It's a stock app so it can't be removed or installed separately from iOS. My suggestion would be to set your phone up as new and start from scratch or contact Apple Support. Maybe they'll have a better idea about what's going on.
