My iPhone 5s has been unused for 3 months, when trying to start it up again, it says: "The Iphone has been deactivated". What do I do to fix this?
The phone was cleaned of personal settings and data.

Welcome to iMore! You'll need to erase your iPhone and then set it back up from an iCloud/iTunes backup or set it up as new. Try this Apple Support article: https://support.apple.com/en-us/HT204306
