Photos wont stop syncing & what is the "program files" album?

I have a photo album called Program Files and it says there are 1158 of them from my computer. I don't know what they are. They are not pics I took with my phone. They look like screen shots, spread sheets and crap. There is no option to delete the album. Furthermore, when I open the Photo App it perpetually says its syncing! I've turned off Icloud so it shouldn't be syncing..right?

Help!

I would try and wipe the phone and reload it from a back-up. If that doesn't get rid of it then I would wipe and setup as new.
