I am wondering if I can get USB 3 transfer speeds by using either the oem cable or another apple-approved cable to connect my 5s to my computer with a USB 3 connector?

The limitation will be the capabilities of the motherboard and interface slot used on the computer...

The computer already has USB 3 connections as well as USB 2. I am wondering transfer speeds. As in will it really matter if I plug it in via USB 3 vs. USB 2?

USB 3 is backward compatible with USB 2. The iPhone BUS isn't fast enough for taking advantage of USB 3 speeds, so you will have no advantage of plugging into USB 3 over USB 2.
