Safari only syncing toolbar bookmarks

On my iPhone 5s iOS 7 only my safari toolbar bookmarks get synced and they are all duplicated. I've tried turning off sync in settings on both the iPhone and Mac but no luck. It just syncs the same way.

Like 'D just said, try rebooting or restoring.

You also said that it ONLY syncs your toolbar bookmarks, what else do you need it to do (or sync) that is not doing?
