Yes but you suffer the usual lack of reliability with all things Skype. I usually use some other method.
Skype just received an iOS update so they are working on the bugs

Slowly but they are working on them and with ALL developers being mandated by Apple to be IOS7 fully compliant by Feb. 1 you will see apps getting much better.
