On my iPhone 5c the notification bar got stuck on the right side and won't let me power off nothing. What should I do?

On my iphone 5c the notification bar got stuck on the right side and wont let me power off nothing.

It happened when I was watching youtube. I didn't do the recent update but now i cant put my password on or even unlock my phone even can't power off my phone its weird please help me!!

Do a Hard Reset of your device by Holding Down the Power Button and Home Button at the same time until your device reboots

Did the hard reset work? It has for me several times.
