my iphone 5c is blinking apple icon solid, then fades, then goes off- can not get into it

I just got a replacement phone from insurance on Tuesday so it is a new phone. I ran out of battery last night, plugged it in before i went to bed, and woke up to it not being charged. Plugged it in with a different cord and now apple icon is flashing

If your phone isn't even booting up, you may have gotten a bad replacement. I recommend booting into recovery mode and restoring through iTunes (detailed instructions here). If that doesn't work, contact the company that sent you the replacement device.
