My iPhone 5c is stuck trying to set up a voicemail, how can I fix this?

my iphone 5c is stuck trying to set up voicemail

my phone indicated that I had a voicemail message. when I tried to access the message I was told to set up voicemail. I entered a password the n went on to the next step only to be told I couldn't set up voicemail and should try again later. The system carried on trying to set it up and I can't get rid of that screen. There's a large red dot on my 'telephone call' icon

Welcome to iMore! Try soft resetting your device. To perform a soft reset, hold both the power button and home button down until you see the Apple boot logo. If you continue to have issues with voicemail you may want to consult your carrier.
