How can I get my iPhone 5c to turn back on?

trying to grt my phone 5c to turn back on

I tried to do the update for the iphone5c and during this process apparently the phone shut off. Now when I try to turn it back on all I get is the picture of the charger pointing to the red iTunes circle icon. I do not have a Mac and am using the Microsoft Surface. Is there a way to fix this issue or do I have to take it to the Verizon store??
Please HELP!!!

That's recovery mode...need a computer/iTunes for that.

Hopefully, you have a backup via iCloud or iTunes. Like the other poster said plug it into any computer with iTunes and click on restore. This will restore the iOS software to your device and it will be like you took it out of the box for the first time, the only exception is if you had find my iPhone on. If you did, it'll prompt you for your AppleID and password for that. Good luck!
