how do I get my contacts back to my iPhone 5c.

I just got my phone back from getting it fixed, screen seperating from back... Had loaner phone they put my sim card into loaner phone and removed it and put back in to my original phone but lost all my info

Sync to wherever you sync to for contacts.

Toggle on contacts in Gmail or iCloud or whatever in Settings.

If you had all your contacts saved only to the sim card, seems you've lost them unless you copied them to the loaner phone and can still get access to it. If you can, copy contacts from the loaner phone to your sim and from sim to your iphone.
If you sync contacts to other services, then do as kch50428 and ledsteplin said.
