How can I change my settings?

I can't change anything in my settings

I shut off my IPhone 5c because my apps were not opening then everything on my iphone (in my settings) restarted... my battery percentage wasn't showing, I was disconnected from my wifi, all of my sounds were back to default. I try to change them back but when i do it doesn't change... Like my battery percentage would say that it was showing (or that it was on) but when you look at my battery, the percentage wouldn't be there.

I would first try to reset all settings, then look at restoring the phone. Luckily, these all sound like software issues that can be resolved without a repair. Make sure you have a backup (either to iCloud or iTunes) before you restore the phone, however, as that will erase all your data and settings.
