Use Iphone 5c Without A Sim Card

The phone has been reset and has no sim card. How if possible can I make calls or just get going?

You'd need a SIM card to activate it. But if that's not an option you could use Skype on Wifi to make calls.

If the user is at the initial set up / welcome screen then they must have a sim card in it to be able to get the unit set up. The good news is it can be an old non active sim as long as they have WiFi access. Once its set up then they can use it as WiFi only if they wish.
