    Currently running 8.3

    I'm having modest WiFi problems and a bit of slowness, but not sure whether 8.4 will make that better or worse. I otherwise DON'T care about the features of 8.4

    As I don't have a 5, I don't know.

    But be advised, it's been announced by some that iOS9, to be released in about a month or so, has been tailored by Apple to work better on older model phones back to and including the 4S.

    So you might want to wait. Or not.

    Go ahead. I have an iPhone. It works great on iOS 8.4. In fact, performance is great as well.

    'Should' you? I don't know, but it is recommended that you upgrade to the latest iOS version for bug fixes and other improvements.
