Iphone 5 speed test - HELP!

Ok I have AT&T grandfathered in unlimited data plan. But my speeds are embarrassing slow...what can I do to resolve this?

The thing is...it doesn't tend to matter if it's the first or last day of the cycle - it's typically always about the same...
