Probably be like the betas release at 10am pacific/1 pm eastern.

Software releases generally happen at 1PM Eastern time.

Dunno. The story that I am hearing is that IF you had/have beta installed, you have to do to iTunes update/install. If you aren’t running iOS 7 beta, you can OTA. I guess we’ll know for sure on Wednesday (currently T minus 36 hours, 34 minutes).
