Sending a picture through text issues??

I have always been able to send photos through text without any issues but today I am having some issues. The only way I am able to send photos through text is only if the recipients have iMessage. When your in a text and the little camera is highlighted for you to be able to send a picture........well it's not unless the person has iMessage. I have tried several different things..........turned my iMessage off.........restore my phone and when I restored it to a brand new phone it was fine but when I restore it to my latest back up it's back to having issues and now can't send a photo text to anyone........the camera is not lit up anymore. Anyone have any clues what's going on?

Try going to Settings-General-Reset and then select "Reset Network Settings".
