I have a friend in Europe and I was wondering if we could both text each other without being charged. I have and IPhone 5 and he has the 4S, I was also wondering if it mattered if we both had iOS 6.1

Through iMessage as long as you both have a stable data connection it should be fine. You may want to turn off the send as SMS option under iMessage in settings

When I tried texting him it didn't say that it had gotten delivered, is this because he doesn't have a wifi connection??

Probably. As soon as that friend connects to the Internet on his device it should be delivered to his phone

As above stated, should be fine as long as you both have a data connection. If still having issues, try whatsapp or facebook messenger. My wife uses whatspp on her iPhone to talk to her family in Italy. It's very good for those purposes to speak to specific people. Good luck.

Download Heywire from the Apple Store, it's free. It is SMS based solely via wifi or data. It's very reliable and I highly recommend it. It is also available on Android as well. It assigns a US numbe so people in the USA can text you as well for those that dont have a smartphone or data.

I use Voxer. I am in the US and my son is in Singapore. We talk all the time. My wife and I have it on our wifi only iPads and my Android phone. Great communications tool, I can send text, voice, or pics.

Whatsapp is also a good app for texting and it's available on most OS's.
