over on jailbreak forum the answer is you want iBlacklist, but it cost $12 and you have to be jailbroken to use it.

$12 does seem high. I would think they would sell a lot more if they would drop the price to $5 and then they would make up for the price drop in volume.

Alrighty then....so the answer to the original question is NO, not without a jailbreak. One j/b app may do what you want, but it is $12.
