how i can unlock my iphone 4s to my carrier?

i have an iphone 4s running ios 9.3.4
when i try to insert a sim card,the iphone restart and then a window pop up saying i should activate the device,i tap on it
i wait a little bit to see an error saying:"the sim card that you currently installed is from a carrier that is not support under the activation policy that is currently assigned by the activation server....."
how i can fix this?
