Why is 9.3 not working on my 4s

My iPhone 4s is not able to run IOS 9.3, so now its just showing a picture of a charger and an iTunes logo. When i plug it up to my computer it just shows error 3194. Can anyone help me with this, like what do i do?

Your phone is in recovery mode. Is that the error you get when you try to restore? If it is, delete and re-install iTunes on your computer and try to restore again.
