Try any of the following:
1. Reboot your iPhone
2. Go to Settings - General - Reset, then select "Reset All Settings".
3. Connect your device to your computer and then restore it via iTunes.

I used to run across this problem all the time and we I could never fix it, I always had to exchange it with Apple warranty program.
