Why are all of my icons huge?

All Icons are huge

On my 4s all the text and icons are huge. Ive tried reseting a few times.When I select an app the screen initially goes to normal size and then expands again. It has done this a few times in the past but in trying different things it would go back to normal but not now.

Sounds like Accessibility/Zoom feature is on... Try a triple tap of the home button.

I tried the triple tap and nothing happens. So I was able to go to accesability to turn off zoom but it will not turn off. The button returns to zoom feature on.
