IPhone 4s, OS 7.0.2 Locked ? or Unlocked ?

Hello everyone,

Someone offering me to buy IPhone 4s, I have deleted all the data inside and restored it to OS7.0.2 the latest one, but when i inserted my SIM it's not working, It have CARRIER AT&T 15.0.
Seems all is unlocked except the SIM CARD. I like this phone but if sim card works with CYDIA then i don't buy this phone because i don't need JAILBROKEN. If it works like then I will buy.
So what is the solution ? will it work like this ?

Cydia has nothing to do with unlocking.
The iOS version has nothing to do with unlocking.

If you put your SIM in and it doesn't work, it's locked. Sounds like it's locked to AT&T.

Or maybe the imei is blacklisted... a reported lost or stolen iphone...
