Small issue: iPhone won't vibrate

I am haveing an issue with my iphone i set silent not to vibrate and to the ringer i set it to vibrate but it wont vibrate at all it is very frustrating anyone know what to do?

It should have vibrate if you done correctly. What you can do is toggle the vibrate button above the volume button and see if it vibrates. If not you should send back to service centre.

I did a reeboot then just tried different combinations of flipping the silent switch and turning vibrate on and off in my settings

You probably know this but based on the screen shot you provided - your phone will NOT vibrate if you have the mute switch on. The top setting under "Silent" called Vibrate indicates whether it should vibrate when in Silent mode - you had it set to off.
