Actually it does change to 3G when you are not on the HSPA+ network.

No it doesn't.

I have a 3G MicroCell at my house and it's just HSPA 3.6 (which is 3G) and it even labels that 4G. I also live in a regular 3G area (as indicated by the AT&T coverage map and from engineering mode on my old skyrocket) and it still says 4G all the time. The only time it doesn't show 4G is when i'm on EDGE.

I'm just going off of what I've been told by some reliable friends. They've seen it say 3G. What kind of download speeds are you getting in your area?

I would be very surprised if they coded IOS 5.1 to differentiate between hspa and hspa + when displaying the connection signal. I think rather than be accurate they are just slapping a sticker in it and done.
