Why is the phone treated as an app? I mean, after making a phone call, it doesn't make sense 'to me' for it to be listed among the 'apps' running in the background when I double-press on the iPhone home button.

It's not an app running in the background, it was a recently use app.

The fast app switcher does not show what apps are actively running. It shows recently used apps. Third party apps cannot run in the background. They can perform only very specific tasks such as continuing to stream an audio track.
