Plug in 4s to backup w/ iTunes. After every sync my apps icons are present on 4s but will not open and I have to go into the app store and reload em all. What do I have set wrong. I know this is operator error. Absolutely no other issues with my 4s. Thanks for assistance in advance.

Sounds like maybe just have corrupted OS possibly - restore device and let it resync
