Viewing/editing contacts on computer?

How do you view your contacts or where do you go to on your computer to view your contacts once they are saved them? I wanted to edited them on my computer

I believe you just go to iCloud.com and access them there.

What account(s) are they being synced with?

If you have a Mac, simply sign in to iCloud with your information and then select all of the items you want to sync. Afterwards, you will have the ability to make changes on your computer and those changes will automatically be updated on your iPhone, iPod or iPad and vice versa. I don't have a PC so I cannot advise in that respect.
