is this what is available for storage on the phone or does the operating system take up some of this memory, thus leaving less that 16GB for storage? I know on my Blackberry, the available storage space is always less than what is listed because the OS uses some of this space as well - not sure this is the case with the iPhone as well..
I had around 14.8, so the OS uses a little over 1G.

I believe that the 14.8 (14.9) GB available is the translation between 16,000,000,000 bytes (often "sold as" 16 GB) and the actual capacity in true GB.
There's the whole 1 KB is 1024 vs 1000 byes translation thing.

I notice that under iOS 5 that it's now slightly under 14GB. That's on 3GS, 4, 4S and iPad 2, all between 13.6 and 13.8. They used to be 14 or more. Apparently the new version takes up more space.
