Question About Beta Releases

Like you, I have seen a million times that the Beta number 6 is suppose to be released on August 18.

I was just wondering, have the past betas came out at a certain time of day? If the Beta 6 is released on the 18th.. is it at a certain time or just anytime? I noticed the 22:44 on the screenshot of the release date. IDK if that is a time of release or not.
