Why can't I download apps

Trying to download pandora on iPhone 4 and it says waiting for two days

If it's stuck on your screen saying "waiting", then you need to delete it and start over. To delete it, go to Settings > General > Usage > Manage storage > scroll to the App > Tap it> delete.
Then go back to the screen and if anything is still there, press to make wiggle and tap the X.
Then go to the App Store and try again.
