    i have an iphone 4 running ios 7.1.2 and for some reason when i go to settings>wallpapers & brightness>choose a new wallpaper, no wallpapers show up?

    Have you tried a hard reset?
    Hold the top power/sleep button and the home button at the same time until the Apple logo appears, then release.

    i tried but it didnt work
    i should mention that my iphone was jailbroken but i did a dfu mode restore and restored an older backup

    I can only assume the wallpapers were missing when you created the backup. Well, the only option available to you other than locating them individually via the Internet is to do a clean install of iOS. Of course, doing so may cause you to lose your jailbreak.
