iPhone 4 camera not working properly

My Verizon iPhone camera is working properly. When I open the Camera app, the shutter doesn't open so I can take a photo. I can click the Gallery tile, but that is all. When I rotate the phone, the icons turn as well. The camera will work from inside Facebook/Twitter. I have reset it numerous times and even restored it. Nothing is working. HELP!!!
