Data roaming

If I'm going to Canada and want to make sure that I don't use data so I don't get charged a ton of money, do I simply turn have the setting "Data Roaming" set to off or do I also need to turn "Cellular Data" to off as well? Or just have cellular data off? I would want to still be able to use it as a phone in case, but just avoid the data.

I just came back from a cruise to Bermuda and all I had to do was turn Data Roaming off and I could still use the phone if I needed...
