It is HTC Weather Animation. It is free in Cydia. It work great and has excellent animation such as clouds rolling across your screen, rain falling etc.

It should only take them a few to update the jailbreak for 4.3. Once that's done I will just upgrade to 4.3 then re-jailbreak again. That easy.
