Im new at this too but I believe the phone has to be jailbreaked. For themes I know it has to be for the locking and other things Im assuming its the same.

You change the background by clicking on it in your camera roll and clicking assign to wallpaper.
You need to jailbreak to change the words on the lock screen. It's easy to change in winterboard with a theme. Check out the jailbreak forum for more info.

I have a question for you.
I have this tooth b lockscreen on my phone, but I can't get the wallpaper to show, just a blue box with a question mark. Everything else works fine. It would be super if you could help me out
And I'm running 4.2.6 if that makes any difference...
