Replaced 3gs Battery and Now have Apple Logo loop

I just replaced the battery on my wife's 3gs. iOS is 3.1. When I put everything back together, the apple logo popped up and the phone would reboot every so many minutes. I did some research online and was told to do a restore. First I tried to let iTunes restore the latest OS, but then I got an error 3194. I try to restore to 3.1 following directions I found online which consisted of changing the host file and holding the shift key down while hitting restore. Got the same error 3194. This is driving me crazy. Can someone please help. Changing a battery shouldn't be this hard.

I forgot to add that this iPhone has never been jailbroken or unlocked.
