"Welcome to Your New iPhone" Screen Appears During Every Sync

Well, this is weird. I think it has something to do with the activation process. Last night I came home with my beautiful unlocked iPhone 4 and put my Rogers SIM card in. I plugged it in and just then my internet.. also by Rogers, decided to shut itself off for a while, so the phone never activated through iTunes. My phone got activated by Rogers over the phone and never went through iTunes. I am hoping that is the issue. Anyway, the "Welcome to Your New iPhone" Screen appears before every sync, anytime I plug it in it comes up. So. I am trying a restore now, but other than that does anyone have any tips.

Ok, I think I got it. I cleared iTunes Cache and it let me register. This should work. Yep did the trick. I am calling for deletion of this post now.
