No - this is not correct. iPhones sold by the carriers will be locked to the carriers. The only way to get the iPhone unlocked is through Apple.
Bill C-560 is only in its first reading and far from law. If it were, all cell phones would be unlocked.
So if you want an unlocked iPhone 4 you either have to buy it at the Apple Store, or order it from the Apple online store (once it's available).
