Is the location indicator supposed to remain on all the time even after shutting down all apps?

I think he means after shutting them down from multitasking. This happened on my friends 3GS and I couldn't figure out what was causing it because all the apps where shut down just like yours.

That's exactly what I meant. I had to turn airplane mode on and off a few times to get it to shut off.
